Add/Remove workspace Rows/Columns

This concept is based upon the idea of static and dynamic workspaces. The upper row is for dynamic windows: When a window which was closed there is opend it will open on the current workspace. Is a window moved to a static workspace all windows of this process will open there until you disable it.
